The use of kidnapping and threats of extortion or violence against people or property has been an effective way for criminals to raise funds for many years. Certain countries or geographical areas within a country can be considered a greater risk than others due to criminal activities being integrated into their society.

We tend to think that criminals will target those who are wealthy, or who have some political connections to exploit.
